1. What does TMR Wing stand for? What is its departmental status?
TMR Wing stands for Training Management and Research Wing. It is one of the wings of the Services, General Administration and Coordination Department (SGA&CD), Government of Sindh. It is headed by a Secretary to Government of Sindh who is an officer of BS–20/21.
2. What are the functions of the TMR Wing?
  1. Matters related to trainings conducted through academies/institutions of selected administrative departments in Sindh, including their curriculum development, monitoring, and quality assurance except administration and finance.
  2. Initial trainings of BS–17 officers (probationers) and mandatory promotion trainings of all civil servants.
  3. Matters related to conduct of research and development.
  4. Services and financial matters related to TMR Wing.
3. What are training programs and courses managed by the TMR Wing?
1. Pre-service programs:
  • Civil Services Training Program (CSTP): Mandatory pre-service training program for civil servants/provincial management service officers of BS–17.
  • Other customized training programs for BS–17 officers of different departments.
2. In-service courses:
  • Mid-Career Management Course (MCMC): Required for promotion from BS–18 to BS–19.
  • Senior Management Course (SMC): Required for promotion from BS–19 to BS–20.
4. What is the procedure to attend or get nominated for a training program at the TMR Wing?
Nominations are forwarded by the Services Wing of SGA&CD. Administrative departments nominate officers and send these nominations to the Services Wing, which then forwards them to the TMR Wing for further processing.
5. Are TMR training programs/courses only for cadre officers?
No, the training programs/courses are for both cadre and ex-cadre officers. The Services Wing decides the batch composition accordingly.
6. Can any department of the Sindh Government request TMR Wing to conduct a training program for its officers?
Yes. Departments can send such requests through the Services Wing of SGA&CD. The TMR Wing evaluates and accepts them based on available resources.
7. Who finances the training programs and courses at TMR Wing?
They are generally financed by the Government of Sindh. Administrative departments do not bear financial obligations.
8. Can officers from federal or other provincial governments get training at the TMR Wing?
Yes. Federal and other provincial governments can request training for their officers. Upon approval, the TMR Wing may arrange joint or separate sessions. The requesting governments will bear the training costs.
9. What is the relation between TMR Wing and NIMs?
TMR Wing is a provincial entity under SGA&CD, while NIMs are federal entities under the NSPP. TMR Wing was established to cater to the training needs of Sindh’s civil servants.
10. Does the TMR Wing offer internship opportunities for students with relevant qualifications?
The Wing is working on offering internship opportunities for students as part of its human resource development goals.
